Assistant Dean of the College for Administrative and Financial Affairs
The duties of the Assistant Dean for Scientific Affairs are considered one of the pillars upon which the Deanery of the College of Agriculture relies. This position serves as the central link responsible for overseeing conferences, seminars, workshops, and scientific activities within the college. Additionally, it monitors the affairs of undergraduate and postgraduate students, ensuring their discipline during their academic studies and even after graduation.
The office of the Assistant Dean for Scientific Affairs is tasked with responding to incoming correspondence, tracking student attendance and absences, ensuring adherence to the uniform dress code, verifying the records of student discipline committees, and coordinating the preparation of examination schedules in collaboration with the academic departments. It also ensures the implementation of the regulations and guidelines issued by the Ministry of Higher Education and Scientific Research, as well as the active instructions from the Presidency of Tikrit University.

Main Responsibilities of the Assistant Dean for Administrative Affairs
The Assistant Dean for Administrative Affairs exercises the following powers:
First: Administrative Authorities
- Assigning and coordinating the work of employees and technicians in all departments of the college according to the college's needs and requirements, ensuring the best interest of the institution.
- Issuing orders for appointments, assignments, retirements, and resignations.
- Approving annual leaves for technicians, administrators, and contracted staff within and outside Iraq.
- Approving the promotions of the college’s technicians and administrative staff.
- Approving additional university work assignments for the college’s employees.
- Approving medical reports issued inside or outside Iraq for all college staff, provided these reports comply with the regulations of the Medical Leave Law No. (76) of 1959 and its amendments.
- Implementing necessary transfers within the college's administrative staff according to public interest and in coordination with the college administration and heads of academic departments.
- Signing orders related to granting annual leaves, summer vacations, and legally prescribed rewards for retirees.
- Signing forms for annual bonuses and promotions for administrative and technical staff.
- Granting maternity and childbirth leaves to female employees as per applicable decisions and regulations.
Second: Financial Authorities
- Approving the referral of disclosures and additional periods according to specialized committees and general contracting conditions under prevailing laws and regulations.
- Authority to distribute necessary financial allocations among academic departments in coordination with department heads.
- Approving the allocation of professional, engineering, hazard, and other allowances in accordance with laws and regulations.
- Recommending investigations of department employees as per the State Employees Disciplinary Law.
- Proposing dismissal decisions for students exceeding permissible absence limits in accordance with applicable regulations, subject to the College Council’s approval.
- Approving and disbursing travel advances for faculty, technicians, and administrators for assignments within Iraq, with appropriate timeframes for task completion.
- Issuing administrative orders to warn or fail students for absences or violations of rules and regulations.
- Issuing administrative orders for lectures by internal or external lecturers (in coordination with the college administration), opening related records or forms, verifying their compliance with issued orders, and following up on their payment in coordination with the financial department of the college.
